Notice for Australia
Destination office will be implementing a BMSB Admin fee that will be billed to the cnee and will apply to every HB/L in any container that is subject to BMSB processing. This includes all FAK shipments (including from non-target risk countries) that is consolidated and shipped via Singapore. This BMSB Admin fee is separate to any fumigation costs that may also be levied should a container be directed for fumigation onshore at destination.
In any case where an FAK container is identified as containing Target Risk cargo and that cargo has not been subject to required treatment measures prior to arrival at destination that entire container will be subject to onshore fumigation. Charges for the fumigation will then be passed to the consignee of the shipment or shipments that triggered the fumigation requirement. This could mean that a client with a shipment of only 1cbm may be responsible for the entire fumigation cost for a 40’hc container.
Notice for New Zealand
New Zealand rules this year do not allow BMSB Fumigation treatment in NZ and must all be treated offshore. It is a load port’s responsibility to ensure that the cargo comply to the BMSB requirement and to ensure that the necessary checks with destination office is done before shipment effect. If a consignment is shipped and rejected at destination due to non-compliance/missing treatment certificate. The whole container will not be allowed to discharge from the vessel and will be re-shipped back to Singapore. All additional costs incurred will be strictly under the load port/shipper that triggered the return of container.
